Does 'Use Address Pool' mean that it assigns each port on the server a single IP address within that range instead of letting any static IP client within those ranges connect to any port on the server?

The "Use address Pool" is not for assigning static IP addresses to remote users, this is used to assign an IP address to the modem port when remote users call in.
